I never heard medical schools reserve seats for their UG. Whether it is Harvard or xyz school.
Many schools have EAP (Early Assurance Program). Once you matriculate to an university, you go thru that EAP process and if meet all requirements, you may matriculate to a medical college.
Yes, UCR has an EAP. Neither UCI or UCSD has EAP based on my old knowledge. Have not checked their site recently.
And as pointed out, those spots aren’t exactly “reserved”. Their is significant competition to obtain one.

What is the Thomas Haider Program?
The Thomas Haider Program at the UCR School of Medicine provides a unique pathway into medical school for up to 24 qualifying UC Riverside undergraduate students.
It is a known program. It will be competitive since it has its own attractions (No MCAT, No Need to apply to many colleges etc) and has its own constraints (IS, preferably from In-Land Empire area), practice in that area etc. It is a choice to consider for your UG. You need to be in UCR to apply.
