My understanding is that if you have received a Presidential scholarship, you are not considered for any other scholarship. Is that right? Can you apply for anything else when you have the Presidential?
My understanding (from the preview at engineering school) is that the Presidential scholarship is campus scholarship. Departments probably have their own specific scholarships. Using engineering school as an example, receipt of any campus scholarships does not preclude you from getting departmental scholarships.
Is it something one can apply for in freshman year?
@sunparent I think you should look into the department that you or your child will be attending. I know engineering school offers many scholarship opportunities for students to apply once they are enrolled. The ones specific for incoming freshmen attending engineering do not require a separate application that the school reviews their application packages submitted via the Coalition app.
