I agree, but this year and last have seen the highest number of applications ever and that does not bode well for the waitlist. Also, some waitlists don’t start to clear until after May 1 the deadline to commit to most colleges. I’m just trying to be realistic, as I think this year will be the same as last. Best for your daughter to commit elsewhere and look to transfer if she still wants to go there.
You are being very realistic, there will be no merit awarded to anyone coming off the waitlist and based on last year’s data only a handful might get off that waitlist.
Here’s the transfer data from last year, a much higher chance of being accepted. Good luck to your daughter, I’m sure she is amazing and will find her fit at another great school and likely won’t want to transfer.

Update: She was taken off the Wait List this afternoon and offered full admission for the autumn semester. We’re simply beyond delighted! Absolutely our first choice, and worth every moment of the wait.
