Public colleges that waive out of state residency

To add to atom’s post, UMKC (in Missouri) offers neighboring counties from KS instate rates which are an even better deal than the MSEP which are reduced rate.

If one of the schools you are interested is in a neighboring state then you should check to see if they offer this type of arrangement.

@MidwestMom2kids - funny you should mention San Marcos in particular, that’s the one my S is interested in.

CU-Boulder is not a WUE school. However, CSU and CU-D are.

Sorry about that, I thought I had checked Boulder too. My S was looking at CU-Denver, but I was on the Boulder site looking at PAC-12 stuff and thought I had checked that too.

Many, many years ago New College (Florida) had a merit scholarship that treated the oos student as a Florida resident after the first year. Does it still exist?

Florida State will give an oos student in state tuition for years 2, 3, and 4 if they do an official FSU “freshman year abroad.” I like that you don’t need to maintain an honors GPA. The freshman year abroad is somewhat expensive, but the savings over four years are substantial. What I like about this is that it is a little bit like a gap year because you are out of the country, but you don’t get a year behind in college.

For those adventureous enough to look north, there are no similar tuition options to what Canadians pay, but the international tuition at these public Canadian schools are around $10k or less (and one can assume similar board costs to American schools).

Mount Saint Vincent U. $10,845
University of Lethbridge $10,370
University of Northern BC $9,814
University of Guelph $9,730
University of Regina $9,024
Memorial University $8,800
University of PEI $8,740
University of Manitoba $8,514
Brandon University $6,400

These are others, albeit higher tuition, for Americans:

U. of British Columbia $18,720
University of Toronto $18,522
University of Waterloo $17,070
University of Calgary $16,881
Queen’s University $15,690
University of Victoria $14,823
Simon Fraser University $14,610
University of King’s College $14,600

New Mexico offers instate tuition to residents of Texas, Arizona and Colorado under a student exchange program provided they attend certain schools.

Colorado students may attend any NM public 2 or 4 year college except NM Military Institute and Univ of New Mexico’s Law and Medical Schools.

Arizona students may attend Western NM University.

Texas students may attend Eastern NM University, Western NM University, NM Highlands University or New Mexico State University.

Additionally Univ of NM offers the Amigo Scholarship (which essentially pays for the OOS portion of your tuition) if the student has 23 ACT/1060 SAT (CR + M) and a GPA of 3. OR 26 ACT/1170 SAT and GPA of 3.0

Winthrop in SC offers great deals to out of state students

^^^ I think that you need a 4.0 gpa and a 34 on the ACT to bring Winthrop tuition down to in-state level.

I think the Bemidji number is for a semester instead of a year, still a great deal though, under $15K a year for tuition, room and board is not too shabby - its on the ‘look at’ list for my D since she plays hockey.

Bemidji is about $6600 per year tuition.
Per semester: Tuition (Full-time), $3287. Room & Board, $3213

As above poster stated the University of New Mexico’s Amigo scholarship waives OOS tuition (monetary amount not hard and fast since OOS tuition can rise-scholie waives OOS regardless of amount/increase and an additional $500 to use toward in-state tuition.) D was also offered D1 scholie and Amigo was better. She could keep it if she became injured/D1 money decreased/changed sports. Amigo money stayed/D1 money could disappear.

Also once matriculated the FA office was easy to work with and surprisingly generous(for an OOS public). Many RA positions available, work/study and on-campus jobs- ESP for high-achieving students. D was able to graduate from a boutique-like program while a D1athlete and pre-med/pre-dental. Classics with Latin and Greek, with high honors and a thesis. D loved, loved her opportunities and I LOVED the OOS tuition waiver!

Interesting thread…About the East Coast Common Market: In addition to students having to major in something that is not offered at their state schools, the colleges have to participate. For example, UVa does not participate, but Virginia Tech and William and Mary do. You have to check the school that interests you.

Please explain what the East Coast Common Market is. Thanks so much.

Here is a link to the academic common market for futher information:

I know the Western Undergraduate Exchange has been mentioned. Oregon State University is not a member, but they give grants based on HS grades/test scores. Doesn’t bring tuition down to IS levels, but very competitive nonetheless.

Kiplinger Finance named SUNY Binghamton and SUNY Geneseo as the #1 and #2 Best Value Colleges for OOS students. Both are very strong colleges in NY and attract a talented student body.

Do they waive OOS fees?? That’s what this thread is about.
