Public colleges that waive out of state residency

<p>Don't expect these kind of bargains at the most popular public universities, but if your kid has a yen to go to college out of state, this may be a way to afford it.</p>

<p>"[S]ome states and colleges are so eager to attract out-of-staters that they are making it easy for students to qualify for in-state tuition.</p>

<p>Easiest of all is Eastern Oregon University, which doesn't charge out-of-state tuition at all. Total cost of attendance this year, including books and travel: less than $18,000.</p>

<p>The University of Alaska charges in-state tuition to any admitted student whose parent has invested in Alaska's 529 college savings plan. Parents in any state can buy shares of University of Alaska tuition at today's in-state rates. The total cost of attendance, including books and travel, is about $18,000 this year.</p>

<p>Southern Illinois University, Washburn University in Kansas, and Northern Michigan University, to name a few, allow students to apply for in-state tuition after living on campus for just six months (and taking other steps such as registering to vote and paying local taxes).</p>

<p>Students at North Dakota universities who pay rent there for at least one year and make other efforts such as registering to vote, paying local taxes, and switching car registration can apply for in-state status. The total in-state cost of attending the University of North Dakota this year is about $16,000."</p>

<p>Bemidji State University in Minnesota doesn’t charge out-of-state tuition either, and it’s only $7000 a year! There are definitely some reasonable ways for a student to get out of their state for college.</p>

<p>Missouri State University will waive OOS tuition for students meeting certain academic criteria.</p>

<p>Also check out all of the W.U.E. (Western University Exchange) programs which will give out of state students 150% of in state tuition. For example U of Idaho in state tuition $5402 W.U.E. $8103, plus room and board of @$7200 can make for good option for someone who qualifies.</p>

<p>Maryland participates in the Academic Common Market along with Alabama, Arkansas, Delaware, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, and West Virginia. <a href=“http://www.sreb.org/page/1304/academic_common_market.html[/url]”>Academic Common Market - Southern Regional Education Board; Check by state and by major to find out if your child can qualify for in-state tuition and fees.</p>

<p>Most states participate in similar exchange programs. Check with your HS guidance counselor to find out whether one is available for you.</p>

<p>FL,NC and TX only participate for graduate degree studies.</p>

<p>The Academic Common Market is limited to students studying specific majors. I have known several people here in VA who were under the impression that they would pay in state tuition at WVU, only to find out that their child didn’t qualify.</p>

<p>What FallGirl said … a good friend of mine has a son at UTK studying biomedical engineering paying in-state tuition, but only because no school in West Virginia, including WVU, offered it.</p>

<p>With certain stats, Bama gives scholarships that covers the OOS portion or covers all tuition…</p>

<p>OOS tuition is about $20k per year, so the 2/3 tuition scholarship is for about $13k per year. The remaining amount is actually less than in-state. </p>

<p>With an ACT 30 (or M+CR SAT 1330 SAT) and 3.5 GPA, you get a 2/3 tuition scholarship, so the remaining 1/3 is a bit less than in-state. - scholarship increases as tuition increases.).</p>

<p>With an ACT 32+ (or M+CR SAT 1400+) and 3.5 GPA you get free tuition (about $20k per year - scholarship increases as tuition increases.). </p>

<p>Bama has recently jumped 17 places in the USNews ranking. It is now tied with American University, Baylor U, Miami U, and Michigan State University.</p>

<p>Wyoming OOS tuition is around $12K/year, and they offer discount of $3K or $5K more with good stats. It looks like an ACT 30 and 3.0 will get the $5K. Here is the grid -

<p>(CO School of Mines is a state school, but its costs are higher than above even for residents)</p>

<p>Wayne State College (Nebraska state college system) waives OOS tuition for anyone with an ACT composite over 22.</p>

<p>Many colleges reduce or eliminate out-of-state tuition for students from neighboring states. Some have academic requirements. Some require you to be a resident of a particular county in a border state. Check for details on the websites of colleges that interest you.
(One regional group is the Midwest Student Exchange Program–participating states are Minnesota, Wisconsin, Michigan, North Dakota, Nebraska, Kansas, Missouri, and Indiana–out of state fees are generally reduced by 1/2–but check for details by college on the MSEP website.)</p>

<p>U. of South Dakota doesn’t waive OOS tuition, but it’s only around $5,000 a year.</p>

<p>University of Minnesota-Twin Cities gave my D in-state tuition with her Gold National Scholarship, which was an automatic scholarship based on stats, not one that required a separate application.</p>

<p>The University of Colorado and Colorado State offer a middle ground. Certain Western State residents only have to pay 1.5 times the in-state tuition.</p>

<p>Texas State offers certain students Assurance Scholarships, that make them eligible to pay in-state tuition, no matter where they live.</p>

<p>Three Michigan Schools:

  • Ferris State University offers in state tuition to students from California New York Florida Ohio Illinois Ontario,Canada Indiana Pennsylvania Iowa Tennessee Kentucky Virginia Maryland West Virginia Minnesota Wisconsin Missouri and has a pharmacy program.
  • Grand Valley State University offers approximately in state tuition for those with a 3.5 grade point average and a 26 ACT composite score or an 1190 SAT combined score on the critical reading and math combined.
  • Eastern Michigan University offers in state tuition to Ohio Students.</p>

<p>Pennsylvania PASSHE (state) schools
Annual in state tuition and fees are about $6 K/year. Many out of state students qualify for out of state tuition that is 150% of that, about $9 K/year. Add fees, room, and board, and you are left with very reasonable prices for oos students.

<p>A Minnesota comment:
Some of the schools we are mentioning are mid or lower tier in their states, but the U M Morris is the liberal arts public university of Minnesota and really a very good school. If you are accepted and from out of state, they will pay for you to come and visit.</p>

<p>Ohio’s Youngstown State University offers in state tuition + $200 to Western Pennsylvania students (Allegheny, Beaver, Butler, Crawford, Erie, Lawrence, Mercer, and Venango counties); that includes the Pittsburgh area.</p>

<p>Louisiana Tech waives the out of state tuition differential for most out of state students. You need an ACT of 23 or an SAT of 1050 plus a 2.5 h.s. GPA.
