Public High School versus Arts High School?

Right now, I take all IB classes (minus band class) at my public high school and my grades have been getting lower and lower each semester. I was accepted to an Arts High School for my senior year, but everybody (such as family and career center counselor) tells me that colleges would rather me go to my current public high school than go to the Arts school because it would look like I'm "running away" from my bad grades.

I also dropped all of my IB classes for next year because I simply don't want to have to deal with it if it's pulling my GPA down. (I'll probably end up with a 3.0 unweighted GPA at the end of the school year) The 3.0 isn't because I do okay in school either, it's because I had a high GPA freshman year (about 3.6) and my grades have been declining ever since. (I have 1 A from 1st semester of my junior year out of 6)

My dream is to go to this art school, to the point that I honestly will be bitter every single day at my current high school and I can't be certain if my grades will go up with my lack of motivation. I'm aiming for Columbia Chicago as my dream school if that makes a difference and San Francisco State University and University of Iowa as my 2nd/3rd choices.

Edit: I got accepted to the arts high school for literary arts and I want to major in creative writing.

Being that your top colleges are for arts related programs, I can’t see how this would hurt you. I believe Iowa has one of the highest acceptance rates in the country, so I wouldn’t worry about it, especially since you wouldn’t be remaining in IB (aka you’d be “running away from your bad grades” again) regardless.
