Questbridge if you did not get in QB College Prep Scholar in junior year, can you create another account for the QuestBridge National College Match application?

Are QB College Prep Scholar and QB National College Match two independent programs? Do you have to use the same account to apply for both of them?
Also, if you failed the first one in junior what are your chances to get in the second one in senior?
