Question about parent financial statement and tuition help

Our town does not have a public high school, so the town contributes a fixed amount of tuition (equal to the state’s average tuition) to send its resident high school aged children to the school of their choice. Do I need to indicate this amount on the Parent Financial Statement where it asks for all other sources of help we will receive (such as family gifts)? When I did, it asked for confirmation that that total amount would be our personal contribution, and that would not be justified by the financial information I’d already entered.

This is the equivalent of receiving a free local public education. Or, it can be viewed as a scholarship/tuition discount from the place you are studying. Those aren’t things that are reported.
