question about Penn's sat/act score requirements

So I know that Penn makes you send all of your board scores and they don’t endorse score choice, yet they say that they only look at the highest score you send. However, it seems like they would be analyzing all of your scores and basing whether or not you get in off of all your scores if they’re making you send them all. So if I had one lower SAT score but also had a much higher one, would by chances be hurt? What is the purpose of making applicants send all of their scores? Thanks

You can only go by what they say which is they will consider the highest score only. I would imagine it helps them determine if you’re a serial test-taker or not. Some kids start studying for and taking the tests in 9th grade. Penn would see this and perhaps take this into account when they take the highest score.
