<p>If there is no need based aid available in your prospective uni, then there's no point checking that on the common app. I have received merit aid from a number of schools as an intl, and I didn't have to say that I was a candidate for fin aid. They are quite different.
If you are still iffy about it, then you could attach a small note that you're interested in merit scholarship - if that doesn't have an application already. But really, you shouldn't worry at all. Merit scholarship is given regardless of need.
In short: check "NO" - you won't be a fin aid candidate. Hope this helps.</p>
