Where can I find who is the admissions officer in charge of my region (and thus is going to be reading my application)? I've looked over their website but couldn't find anything.

BTW I live in Ohio.

Where did you hear that CMU even does such a thing (segregating applications by region)? I've never heard that before.

Most schools do have regional admissions officers. High school requirements and structures vary a lot by state, so it's a logical policy.

I would suggest going to CMU's website and looking at the prospective students page. If you can't find anything there, just email someone from admissions.

Pretty much every school does this. Generally, the regional officers will tour high schools that they represent. (My regional officer came to my school, but I missed him/her because one of my teachers was an ass.) So I would ask someone in your high school first.

I'm just stupid and ignorant - I don't know how stuff like this works in the US.
