Took the ACT with the new writing section in September and scored a 35 composite. (35M, 35E, 32R, 36S). Should I retake it to raise my essay score of 20 (7/12), deferring early action to Stanford?

No, especially not Stanford, since they require you to report all scores. If you were close to a 36 with superscoring, it might make some sense, but OP is not close to being able to round up and it’s not without risk for Stanford.
