I'm a US citizen living abroad, I'm home-schooled and I'm qualified for SAT fee waiver, but I don't know how to apply for it, I asked the College Board, here's their reply:
"If you are a home-schooled student, you must provide proof of eligibility to your local high school, agency fee-waiver administrator or counselor. Fee waivers are not available through the College Board.

Only your counselor or authorized agency can grant you a fee waiver. Fee Waivers are not available through the College Board."

What local high school or counselor? I'm home-schooled so I don't have a local high school or counselor. I also asked the SAT center and the American Institute at my country but they said I should ask College Board, but College Board's answers are not helping me...

Does anyone have any experience at this?
Thank you so much!
