SAT Grammar Question - gender neutral singular pronoun

Hey Guys, I was having some trouble with gender neutral singular pronouns for SAT grammar.

An example sentence is

All states impose severe penalties on drivers who do not stop when he or she is involved in accidents.

In that sentence the he or she is part is incorrect. What should I replace it with?

Thanks in advance for any answer

i haven’t started this so it can very well be completely off.
i think it is when they because is drivers is plural.

The only official gender neutral singular pronoun is “one,” and you’d only use that where you might casually use “you.” “One might think English would have adopted a gender neutral singular pronoun by now, but none is in common use.”

Chemmy’s explanation is correct.

chemmy has it

alright I see, thanks a lot for the responses guys. But just to confirm, the correct sentence would be

All states impose severe penalties on drivers who do not stop when they are involved in accidents.

right?

Indeed, that sentence is correct. (Sorry to sound pretentious but I had to lengthen my message for it to be posted.)

haha its all good. Thanks guys!
