It says that “But miners have much to gain from a broad agreement on the for-profit exploitation of space”. Then it goes ont to say, Without consensus, claims will be disputed, investments risky, and the gains made insecure.

the answer is the future will be difficult to bring about in the absence of regulations. (I have a contention here).

Broad agreement and consensus does not mean regulation…

The SAT is testing us on extracting information. Are we supposed to extend broad agreement to mean regulation…?

Broad agreement and consensus in this case are tied to “claims” being “disputed,” so, yes, they correspond with regulation.
