SAT score as criteria for merit scholarships

Many schools in my area select recipients of merit scholarships
based on SAT scores and state on their websites that "most recipients have
a 1500 CR/M SAT and x.xx GPA," but my CR and M are a combined 1490.
I was wondering if I would be considered eligible for these scholarships...
do colleges consider candidates holistically or do they just superscore
and consider only applicants with 1500 and above?

My EC's, service hours, GPA, achievements, etc. would definitely be on par with most competitive merit-based scholarships

When it states “most recipients” it seems to leave wiggle room. You need to check with the actual schools to find this out.

You really need to learn more of the details of the scholarship programs of each particular college you are considering. There are a number of colleges that base merit awards on a combination of GPA and test scores and flexibility varies, e.g., for some if you are below the stated levels you will not get the award, for others the stated levels are more guidelines and not hard and fast rules.
