SAT WR questions

Space excursion have not been arranged yet ( because they would be expensive )

A) as it is
E) as they are requiring a lot of money

So guiys, what do you think ?
I put E .I know A) is more succinct ,but didnt seem grammatically correct .Have not been is a present (perfect) form ,as it is ''are requiring'' ,while ''would be'' refers to the past . Am I correct ?

What are the other answer choices? I believe it would be A. “Would be” is the conditional tense and refers to a possible event in the future, not a past event.

I assume it’s supposed to be *space excursions, in which case E is completely incorrect. Somebody else can probably explain the grammatical logic behind it, but it just isn’t something you’d say. It would have to be “as they require a lot of money” or “as they would require a lot of money”. A seems correct to me, although I suppose there might be a “better” answer choice among the others.

E) is wordy (a lot of money kills the whole phrase) and the gerund usage is illogical when “they require” would just suffice.

Would be could refer to the past if it’s a conditional phrase that references the past. (It could also reference future in the past). But I also think it could be a conditional future if the main clause is already improbable -> (space excursions are improbable).

Yeah, “would be” is future conditional.
