(SAT) WRITING/GRAMMAR questions

Hi~ I am studying for the grammar portion and didn't get this question... After I got it wrong, it made more sense but can you explain? I don't think I saw this quest. posted on cc before

1) At Versailles after the World War, the Allies believed that had drafted a treaty that [would have ensured permanent peace].
B) would ensure permanent peace {correct answer}
my answer) had ensured permanent peace

Can u tell me why "had" won't work? I thought it was parallelism... does "had.... would...." always go togehter?

2)in the grammar portion of the SAT-- when ultimately choosing between active and passive voice, does the SAT always prefer active voice for answer? (or can passive voice be an answer when there's an active voice also present in the multiple choice?)

*I'd really appreciate if any grammarians can answer (silverturtle?crazybandit?) (non-trolling plzzz- trying to study for sat :/)

1) The treaty is going to make epace. “Had ensured peace” means that peace was already accomplished. “Would” indicates, that the treaty will make peace in the future which is true.

2) Generally, active voice will be preferred. This is because the passive voice is less convoluted. An exception might be a list involving passive voice where the underlined part is part of the list. Passive voice need to be continued for parallelism, as switching to active voice in just one item of the series would be wrong.

thank you!!
Also does the phrase “would…” usually go with another phrase/ verb tense? is there a good indicator?
