Is there any scholarship or grant awarded to second year student who maintained 4 gpa in first year of undergrad
No. There are academic scholarships that are awarded to students based on academic performance in college, usually determined by a committee within their academic school, but while students selected may have a 4.0 GPA, they generally don’t receive the award exclusively due to their GPA, since there are commonly multiple students in each school with a 4.0. These academic awards are also most commonly awarded to seniors, which is an express requirement of a number of them. Below is a link to a listing of Institutional Scholarships where recipients are selected by entities other than the Office of Scholarships and Financial Aid, along with their respective requirements.

The Office of Scholarships and Financial Aid also awards a number of scholarships each year, but generally makes awards based on need, although some awards are based on academic and/or non-academic criteria.
