Public universities typically do not give aid to out of state applicants or international students.

Rutgers does give some merit-based scholarships (including its Presidential Scholarships which are essentially full rides) that international students can also qualify, but I don’t think it gives need-based financial aid to international students.

There is NO WAY anyone here can tell you your chances of getting a scholarship from Rutgers without knowing the strength of your application. So…what is your GPA? If you have taken the SAT or ACT…what is your score?

Students at Rutgers University must meet certain eligibility requirements to receive financial aid. Basic requirements include:

the student demonstrates financial need
the student is a U.S. citizen or eligible noncitizen
the student is enrolled in an eligible degree or certificate program
the student is making satisfactory academic progress
and more
The amount of Pell and Direct Loans is established based on the student’s need as determined using data from the FAFSA and federal regulations. The amount of state aid is determined by the Higher Education Student Assistance Authority. Institutional aid may be based on need or merit. Merit based aid is typically determined by Admissions or the student’s school. Need based aid is determined by the Office of Financial Aid and is based on the student’s need and availability of funds.

You are not eligible for any U.S. federally funded need based aid. Anywhere.

And this for merit scholarships:

All admitted international students (on valid non-immigrant visas) are automatically considered for Rutgers international scholarships. No separate application is required. International students who wish to be considered for scholarships are encouraged to apply by either the early action or regular action application due dates. Given the limited availability, early applicants are more likely to be awarded scholarships. Scholarships range from $2,000–$10,000 per year.

The majority of international students support their undergraduate education through family, private, government or other funds. Some of the most academically accomplished international applicants to Rutgers may be offered scholarships. The process is very competitive as a limited number of scholarships are available each year.

That $2000-$10,000 scholarship would be applied to the OOS cost of attendance at Rutgers. That cost is over $50,000 a year.
