I realize ElonMomMD is just quoting here, but those numbers don’t add up. I believe the first sentence is supposed to all enrollments are down 2.5%, graduate enrollments up.
Starting tonight all gatherings of 18 to 22 year olds are banned in Boulder, Colorado for two weeks. The order cites CU-Boulder students’ role in fueling Covid spread.
https://www.bouldercounty.org/families/disease/covid-19/public-health-order/
NC State’s auxiliary revenue is down an eye-popping 61 percent, or $75.4 million. Says it will enact temporary furloughs and salary reductions:

Note that the Boulder public health order applies to all 18-22 year-olds whether they are CU students or not and whether they live in Boulder or not.
For 36 specific addresses where there have been issues it is a strict stay at home order.
I think a lot of college towns will have to pass similar laws to deal with the 75% of the students that live off campus. Here the quick details:
This sounds a lot like telling the students to move back to their parent’s house.
DD’s school set an all-time enrollment record this year, up 2.3%. It is a reasonably priced regional public, which may explain it- people saving money and staying closer? Although they say the students are from 44 states and 39 countries.
The Boulder “law” seems overly broad, and in some ways discriminatory by singling out 18-22 year olds.
Wonder if this will stand up if challenged.
Doesn’t make sense also if a 19 year old may need help to go to store shopping and then has to find someone that is under 18 and over 22 to help them? Makes no sense if the issue may be he/she has the virus - will pass onto a 17, 24, 50 year old just as easily.
Get the purpose of the “law” or health order.(reduce CV19 spread)… but not sure this is the way to go about it.
Based on only 22% of colleges reporting by 9/10:
Undergraduate:
-2.5% Total
-0.4% Public 4yr
-3.8% Private nonprofit 4yr
-1.9% Private for-profit 4yr
-7.5% Public 2yr
-6.3% White
-3.5% Asian
-6.3% Black
-3.3% Hispanic
-11.2% Non-Resident Alien
-7.7% American Indian / Native Alaskan
-3.3% Other race/ethnicity
-9.7% for Undergraduate Certificate
-7.5% for Associate
-0.5% for Bachelor’s
However, graduate enrollment increased +3.9%, with +24.2% for Post-Baccelaureate Certificate, +6.0% for Master’s, +2.1% for Doctoral, -1.9% for First Professional, and +3.1% for Graduate Certificate.
Those numbers will be interesting when the other 78% of the schools are included. Hard to draw any conclusions right now.
18-22 yr olds are prohibited from gathering with anyone, regardless of age. So no grocery shopping with folks outside that age group either.
Oh wait, I didn’t catch that. Talk about being pariah. Wonder also about the mental health issues.
Anyway, if one needs help shopping or going to the doctor etc, what does the 18-22 year old do? Just seems overly broad, and a hammer to a feather (or whatever the saying is) response. Of course, perhaps Health Orders don’t have to follow any due process, so it seems.
Maybe this will be the precursor to the rule for everyone older than 70 to stay indoors until the vaccine is ready…I would not think this order could withstand legal scrutiny?
The Boulder order is insanity. They made no inclusions for people in the same household - so a married couple can’t go outside together if one of them is 18-22.
On that note, what if you are 22 year old with a toddler? Very strange health order. Hmm.
The issue to me is not even that it is JUST for two weeks, how bad could that be? Well, if you live out where I am, you will see that there extensions for this and that and the next, the slope is slippery and steep.
Judges generally don’t like to overrule health officers, but Health Orders must be reasonable, or as SCOTUS decided back in the dark ages, “not unreasonable”; any order is challengeable in court.
18-22 yr olds account for about 80% of the recent explosion of cases in Boulder County, which up until a month ago had pretty low rates of disease. So there’s a very strong public health rationale for targeting that age group.
This hasn’t happened suddenly. There’s been plenty of warning, and the irresponsible behavior has continued. Particularly at fraternities and sororities, but also including the CU football asst. coach taking around 100 athletes an a hike with no distancing and minimal masks along a trail used by locals.
Honestly, the few married 18-22 year olds affected, and the vast majority of those acting responsibly, are likely grateful that the county is acting to reduce disease transmission.
So maybe the CU asst FB coach needs to be held to the Boulder order or quarantined alone for a bit if he is so reckless to lead 100 college students on a no distancing and minimal masks hike.
The Boulder law appears to be legal.
All of the athletic teams at CU can not practice or meet. I think a strong message has been sent to the athletic department.
This “law” is completely discriminatory and hopefully will be thrown out in court. It’s ridiculous. I can’t even believe it.
Pretty much this. I would add that the local rumors have been that CU was hiding positives by reporting those to the student’s home county. In response the state opened a free testing site across the street from CU a week ago, and now the local rumor is the % positive at that site was through the roof.
ETA: it appears the ordinance is legal except if it stops freedom of speech (protests).
