Your stats should give you the full ride (tuition, room, board) scholarships at Tuskegee, Florida A&M, and Prairie View A&M unless the money has run out or the deadlines have passed. Have you asked them whether the money has run out or deadlines have passed?

Also, average starting pay by school will be heavily affected by the mix of majors at the different schools. A school full of engineering majors will tend to have a higher average starting pay than a school with few engineering majors but lots of biology majors. But whether your classmates are engineering or biology majors affects your starting pay much less than what major you graduate in.
