Should I still apply to University of South Florida?

i'm currently enrolled at a local florida community college as a freshman. my goal is to attend for a semester and then transfer out with between 15-19 credits by the end of the fall, depending on my workload. i can pretty much apply to every 4 year school except UF of course.

my HS stats (graduated this june, didn't really apply anywhere besides UCF and FSU)
- 4.2 gpa
- 170/545 rank
- 22 ACT (but retaking in a month to get AT LEAST a 25, i didn't take it seriously the first time)
- lots of leadership EC's, and unique EC's with particularly the journalism and law field (law academy, law club 3 years, met with florida bar, editor, attended workshops at USF for journalism, etc.), some community service

i was looking at the transfer requirements for USF and it says you need 30 hours. i called the school and told them my situation and they said they don't usually take people with under 30 hours but it's a possibility and if all else fails i could stay at CC for another semester. i don't really want to, my move out date is in January >.< so i'm going somewhere, lol. and i'd like it to be USF.

is it really a possibility they'll accept me, if i have a banging ACT score and a 4.0 college GPA (i will work for NOTHING LESS than that) but w/o the 30 hours? or should i just not bother?
