Should my cousin apply for ivies??

Hello. My cousin is a senior in high school and really wants to consider his options for college. He already applied to Penn Wharton ED but is curious if he has chances anywhere else

He is White, from NY, very low income

GPA: 3.65/4/0

  • Took all honors classes possible (except AP World History)
  • Freshman year: 3.2, mostly B’s. Had really tough year, dad was sick and could not work, was working full time hours.
  • Sophmore year: 3.8. 2 B’s for that year, both in honors classes.
  • Junior year: 3.95. One B+ in AP Physics 1.
  • Senior year: On track for 3.9, taking 4 AP classes

Rank: 69/492

  • Top 15% percent
  • If freshman year was excluded, top 5%
  • Very competitve public hs, nationally ranked

ACT:

  • 34C (31E, 35M, 34R, 34S)
  • Superscore is 35
  • Taken 3 times
  • Did not have a tutor (never had a tutor for any classes or tests)

SAT II:

  • Math II: 800
  • Physics: 760
  • Chemistry: 640
  • US History: 790

AP Scores:

  • AP Physics: 5
  • AP US History: 5
  • Taking AP Calc BC, AP Physics C, AP Micro and Macro, and AP Computer Science, expect all 5’s except Physics

EC’s:
-President of Debate Team, member all 4 years
-Founder/President of STEM Club, won multiple competions
-Member of Culture club, 2 years
-Member of programming club, 3 years
-Member of Volunteer club, 3 years, over 100 hours
-Junior EMT for 2 years, now on-call staff
-Treasurer one year, than vice president of non profit that put on events for teens in the commuity
-Varsity Tennis, 12
-Varsity Basketball, 12

Awards:
-Math Honor Society
-Spanish Honor Society
-National Honor Society
-High Honor Roll every quarter but 1 in Freshman Year
-Questbridge Finalist

Essays:
-Recommendation very good, from his English and Physics teacher that hes had both for 2 years
-Very good essays, explained financial struggle (and why freshman year was bad) and showed them the kind of person he is
-Suppliment for Penn was very, very, funny, but was a great essay that showed his interests

Overall, I think that he has so many great opportunities, but he thinks his GPA will hurt him, which I don’t think is true at all. He also thinks his lack of an internship/research will hurt him, but I really doubt it. If you guys could also provide schools with generous scholarships and schools that do not count freshman year along with the feedback, that would be greatly appriciated.
