No need to apologize I’m just trying to clarify. You and I are saying the same thing.
So what I am saying is that composers can choose to go to a school that does NOT offer a BM at all. Composition can be studied in a good music program, even one without any composition strand to the degree at all.
However, if a student wants to go to a school that offers both a BA and a BM, but wants to do a BA, then they need to check things out because the best teachers and opportunities often go to the BM students.
I personally think that a BA may even be a better route for some composers, with more exposure to art, literature, history and other subjects that can inform composing over a lifetime. However, some young people want that immersion in music, and some don’t want to deal with gen eds and so on.
There is no right answer. Most composition students will go to grad school and the students at top grad programs come from all kinds of background and degrees.
(Also, composition students do not have to play an instrument at all, at many programs.)
