I’m a Sophomore in high school with currently a cumulative GPA of 3.1 and I have not taken the SAT and ACT. I want to go to OSU but I feel very demotivated because I fail no matter how hard I try. Are there any tips in which I can follow?
The first thing to do is realize that what you are doing isn’t working for the grades you want.

I think you are thinking too much about the long term. Develop some short term goals (and a plan to reach them) and celebrate success in achieving those. It is your success in these small steps that will help you reach your big goal. It is very easy to get discouraged when you are so focused on the long term that you forget to enjoy (or at least appreciate) the journey that gets you there.
If you’re a sophomore then the ACT and SAT are supposed to be in your future. My DD21 hasn’t taken them either and she hasn’t given it a thought. Just keep working on your grades, pick an EC or two that you love and start enjoying school. This can be fun if you make it a priority.
You’re going to be fine. I’d suggest maybe using study tools like Khan Academy to help you learn harder concepts. Maybe you aren’t prioritizing your time well enough and don’t even realize it yet. Spend your study time in your schools library to be more focused. While you shouldn’t worry about the SAT/ACT yet, it could be a good idea to start taking practice tests- Not to get a good score, just to familiarize yourself with how the test works.
