<p>I really don’t understand how the number of times someone commits an offense turns it from a tease to bullying. Does only one punch mean it is not a physical assault? That seems like a silly criteria. Plus, he has humiliated and possibly damaged the reputation of 50 girls – so by your criteria, there is at least more than one victim.</p>
