U of Delaware has great Chem E but their merit awards will not be high enough for what you need (they give a number of them but usually less than $15,000/yr, which would still leave you a cost of $28,000+).
U of Maryland offers merit scholarships called Banneker Key awards. Some are for half tuition (not enough for you) but the rest are full tuition plus R&B. They are extremely competitive but may be worth looking at, especially if your ACT score increases (32 is extremely good, but higher could only help).
