Next fall I’ll be moving away to attend college and I’ve heard that you can take classes at a community college during summer. I was wondering if I can enroll in some classes this summer, before I start my first semester. I know that if you come home from college once you’ve already started there and take some classes at that point then they’ll count, but will they count for me if I take them before first semester?

Sure, why not. You should probably ask the school you intend to attend in the fall about which classes would transfer (in terms of credit).
Yes; my daughter is doing this. As lostaccount says, you will need to check with your four-year school about the exact transferability of the course to your major.
