I have invited my counselor and one teacher so far. For my second teacher recommendation I would like to invite a college professor that I have worked with outside of my regular school work. Is this allowed or does the second letter have to be from a teacher from my high school?

No. Teacher recommendations must be from teachers at your school who have taught you in academic subjects. If you want to get a recommendation from someone else outside your school, have the recommendation sent separately to the college(s). Also, only send additional recommendations if you’re absolutely sure that they will highlight something about you that your regular recommendations could not.
