Some TAs might actually teach better than some professors. Generally speaking, though, professors are better than TAs because professors are more experienced. So with professors, you can expect a more consistent quality.

most courses are not taught by TAs at the 'BEST' universities...

TA/ Teaching Fellows are graduate students and are in schools ranging from Harvard, Yale, Penn, Columbia, Cornell (other 3 are more undergrad focused and will have limited TA) to state/ local universities.

Fewer than 5% of courses are taught by TAs at top universities...and those are almost always entry level classes in English, Math and foreign languages. TAs generally have a more active role in leading discussion sessions, but in those sessions, they do not teach, the simply lead discussions.

At Penn, in the larger classes, the prof gives the lectures and the TA teaches the recitation sessions. Some TAs do teach better than professors.
