Test Score Eligibility

On the UC website they say that there’s a test core minimum for out-of-state applicants - I know they have the instructions there but I am just so confused!!
So I have ACT of 28: 27 English, 33 Math, 21 Reading, 29 Science, and 26 Combined R&W
Also my SAT is 1990: 580 Reading, 760 Math, 650 Writing.
My SAT Subjects: 740 Chemistry, 800 Math
My GPA (not weighted): 3.9399

So am I eligible to even apply? I saw something like this under “Admission by Examination”:

“Students must earn a minimum UC Score total — calculated according to the instructions below — of 410 (425 for nonresidents). In addition, students must achieve a minimum score of 580 on each component of the SAT Reasoning Test or 25 on the ACT composite and ACT With Writing test and 580 on each SAT Subject Test.”

So am I eligible? Is the 21 on reading on ACT going to affect my eligibility if I send ACT score? Which one is better?

I really really really need help so PLEASE tell me what you think! Thank you sooo much!!

If you have a 3.4 GPA or higher and have completed the 15 a-g course requirements you do not have to worry. If you do not meet those two requirements then you might need those test scores.
