<p>We can? Seems to me that Indian universities produce only a miniscule number of PhD’s. For example, only ~25 new PhD’s in computer science are conferred by Indian universities every year, and computer science is one of India’s great strengths. Indian universities are poorly represented in every world ranking of top research universities. {Note, the IIT’s are prime undergraduate schools but they perform relatively little research.} </p>

<p>Now, obviously there are plenty of Indians who obtain PhD’s at US universities. But that still means that the US effectively created them.</p>
