Hi , I’m Ishaan . I recently acquired a green card to the State of California . I had a question regarding whether Universities of California consider an individual local ( an local is applicable for reduced fee ) if he/she has stayed there for 1 year . Also , is it necessary for the parents of the student to stay in California . Please help me acquire information about this process .

In the vast majority of cases, residency is determine by the residency of the parent. Where do your parents live?
Your green card is for permanent residence status in the United States…and has nothing to do with CA and residency requirements for CA.
Go through the different sections of the info in post #1. You (and your parents) must live in CA for longer than a year. If you are declared a non-resident it’s extremely difficult to get that changed.
Btw it doesn’t matter if your parents have a green card but they need to live in California.
If you’re a ward ofthe state, then you’re a resident of the state you’re a ward of.
Are you a lottery GC recipient? You have graduated high school and are over 18? Are you in the USA now?
OP aasked if his parents need to stay there. Some states set residency at application or matriculation and don’t revisit. I believe OP’s parents do need to reside in CA. He needs to read the link above. And it contains alink to the official policy, itself.
