<p>How do you determine if a school is “bad?” Does UT have a rating scale they are supposed to use and give kids points automatically just because they went to a “good” school? That’s so subjective it’s ridiculous.</p>
<p>Some schools do have a 4-year requirement for a student to be ranked with the graduating class, but ultimately it’s up to the district.</p>
<p>The reason for such disparity in public schools in Texas, though, is due to the legacy of Jim Crow and white flight. That’s why the law exists–to reduce that disparity at UT, regardless of which high school the applicant came from. Or Texas could just admit the entire graduating class of Plano ISD and it wouldn’t reflect the composition of the state very well at all.</p>
