Top engineering universities for needy international students

What are the best engineering universities in the US?
Do any of these offer financial aid for international students( even not need-blind aid, with not need-blind admission)?Which college would you apply to if you were a needy international applicant with a strong interest in engineering?

MIT, Princeton, Harvard, and Yale, although all of those are hard to get into. I'm not sure what other colleges that have engineering programs have full financial aid for international students.

^I'd add Stanford (does give full financial aid to needy students but isn't need blind yet) and I believe Caltech is the same...

What do you think of the following colleges:
University of Pennsylvania
Cornell University
Northwestern University
Texas A&M University College Park
Columbia University
McGill University
How good are their engineering departments?

Cornell
Columbia (Fu)
Northwestern
Penn
McGill
TAMU

Which schools could I consider as safeties?

it depends on your stats and other things but for an international "needy" student no college in us can be considered safety

Jovana, Columbia, Cornell, Northwestern and Penn aren't really that generous when it comes to international students. I recommend you check out the following schools:

Caltech
Massachusetts Institute of Technology
Princeton University
Rice University
