Transfer Application Question

I'm currently a freshman at Boston College and I applied as a transfer to Vanderbilt. I sent all of my documents in about a week or two before the deadline. However, when I went to my advising office a few days before spring break (February 24) to get my college official report completed, they made a big deal out of it and told me that it could take up to two weeks to get my disciplinary record cleared and that I would have to make an appointment with the dean (and the next available appointment was after spring break - after the March 1st deadline). I went back today (since I had no time Monday and Tuesday after getting back) and another lady just filled it out for me (although she put "No basis" for it - do you think this will hurt me?) and told me that she will send it out by tomorrow. So my question is, do you think Vanderbilt will penalize me for not having the College Official Report in on time (even though they have everything else)?

Thanks.
