Transfer out of Iowa

I'm a high school senior, and I'll be going to Iowa State University in the fall.
For the past couple years I've been thinking about going to school in California, possibly somewhere near San Diego. I knew I wasn't ready to move away yet this coming fall, so I will be going to ISU for sure next year.

The thing is... I really don't want to be stuck in this cornfield state for the rest of my life, and ever since I made my decision to go to school here I've been disappointed. I'm especially sick of Iowa winters. lol

I'm planning on majoring in graphic design, but I don't particularly want to go to an art school. I'm also not interested in schools in LA. I visited Cali five years ago, and I wasn't LA's biggest fan. I'm looking for a school near the coast, and I loved San Diego when I was there.

Here are my stats:

3.86 GPA (so far. It'll stay above 3.8)
Rank: 12/138? (top 10%)
ACT: 29; E-33, M-35, R-33, S-23

I've also taken about 16 credits worth of college courses, and I have roughly a 3.7 GPA.

I'd appreciate any comments or suggestions. :)

University of California is the best public university system in the US.
they have 10 different individual campus.
Campus by ranking
UCBerkley
UCLA
UCSD = UCDavis = UCIrvine = UC Santa Barbara

The campus with the lowest rank is UCRiverside #90 ( US News)
But UC is ex*****ve for out of state and international student .
