I'm currently a freshman at Stern and am looking over some of my options for transferring. I've heard that you cannot transfer into Tepper from outside of CMU, is this true? Do I have any options for getting into Tepper for next fall?

This is true. Tepper does not accept outside transfers.

There is an option that you can do a double jump. You basically transfer to Econ/Info Systems or some other field at CMU and then transfer the next semester. This, like all transfers, has its risks.

You can transfer to say, Econ or something and then double/dual in business or just stay in Econ and do an intense concentration in Quant (ranked #2). Econ is pretty reputable nowadays and is half inside Tepper. The job opps are the same (it isn't like the split between Stern and NYU CAS) and a strong courseload (such as Quant Econ or a double in business) is very advantageous to your future career.

If you have any more questions feel free to ask me or email Professor Goldburg at the business.tepper.cmu.edu site. I also have a nice copy on Tepper's placement/rankings/comments if other Tepper applicants are interested.

Thank you so much for your help. Is there a chance that I would not be able to double major in business if I transferred as a Econ major?

Nope. If you want to be really nicky picky I guess:

If you get expelled or suspended or do something crazy like cheat on a final.

You fail to maintain a 2.0 or 3.0. I think it's a 3.0 that is required. Once you get that (pretty easy in business/econ as the avg is around a 3.3), you are guaranteed a double major.
