Turned down UNC admission offer freshman year, applied again sophomore year and rejected?

Here is my situation: Last year, I was accepted to UNC and declined their offer; instead, I decided to attend a four-year public university in my hometown. This year, I applied as a transfer student, and despite maintaining a 4.0 GPA at my current school, I was rejected from UNC. I’d like to know if anyone has had a similar experience, because I heard from an admissions officer at another NC college who said that UNC will not accept transfer applicants who have turned them down once. I just don’t understand why they would reject me if they offered me admission before.
