Visit both; talk to the CS profs/lecturers; check out the schools placement success for both internships and post graduation employment.
I see that you are an international student.
I would carefully compare and contrast the two course catalogs. Contact each university’s career center and ask questions about local internship opportunities and grad rates (as suggested above)
If you are at all outdoorsy, Bemidji is located in a wonderful area.

Crookston if your goal is to transfer but it’s basically a community college, enhanced, so if you get stuck… :(.
Bemidji if you want to settle there all four years, build relationships with friends and professors…

What do you mean, increased fee? You’ll pay tuition, room, and board at UMNTC minus any scholarships and grants they give you for your GPA. Note that if you currently have excellent results 3.7+ GPA, 1400+ test scores) your scholarships as a freshman are higher than what they’ll offer you as a transfer. However if your grades aren’t so hot right now, and you get to work now, you’ll get better offer as a transfer.
You can transfer from Crookston or Bemidji BTW.
