Can someone explain to me the differences between the Electrical Engineering programs among the UC's? What makes Berkeley the best?

I chose to major in EE at UCLA, because I thought that EE at Berkeley would be too competitive to get into (especially since I applied Undeclared in L&S). But I am betting that EE will still be very very competitive at UCLA as well.

I now wonder what the EE programs at lower UC's are like. Are they all similar in difficulty? Or do they differ enough for me to be able to do better and get a better GPA at a lower ranked UC's EE program? I don't know if it is wise or not to switch UC's my junior year in order to increase my chances of graduate school. I intend on going to graduate school, and I know how important GPA seems to be. But I greatly fear all the talk about low average engineering GPAs and I'm worried.

Hopefully I'm smarter than I think.
