<p>I can not be 100% certain of that because I did not view the incident, but based on the evidence I have seen and the reports I have read I think it's reasonable to assume that is what happened.</p>
<p>When watching the video I noticed that the first scream/cry occurs after you hear an officer repeadedly says things like "get up", "stand up", "stand up now". I assume that the scream/cry is the result of the student being tasered. You can listen to the video and judge for yourself. I also assume that once a suspect is placed on the ground by the police he is handcuffed.</p>
<p>There may have been a tasering before the video began, but judging by the crowds reaction to what is going on, I assume that is the first tasering. Before you hear the scream most people (including the recorder of the video) are standing in place, but after you hear the scream a large crowd begins to move towards where the incident is happening, including the recorder of the video.</p>
<p>Also from all the reports of this incident, regarding this matter, they either</p>

<li>Do not mention if the student was in handcuffs during all the tasings
or</li>
<li>Say the student was in handcuffs during all the tasings</li>
</ol>
<p>I have not read any report that the student was tasered before he was handcuffed. The few reports I have read say the student was grabbed in the arm by the police, placed on the ground, and cuffed.</p>
<p>Therefore, the evidence and reports of the event lead me to believe that the tasings began after the student was cuffed, on the ground, and refusing to stand.</p>
