I'm a California resident applying this fall and was thinking about where I should apply in addition to the state schools. Recently, I've been reading reports how each of the UC's are taking $40 million+ budget cuts for the upcoming year. UCR reported summer classes will get canceled. UCI's endowment dropped by $45 million this past year.

I was wondering if going to a private university would provide a more stable education?
And I'm looking at private schools in CA

You should seriously look into private schools. California’s financial mess isn’t going to get cleaned up any time soon, and I’d bet that there will be more UC/CSU budget cuts over the next several years at least.

My stats aren’t that good,3.5 ish gpa and 27 act and average extracurricular.I’m looking at schools like cal Lutheran university,Santa clara university, biolla university, chapman university, university of the pacific. Tuition won’t be a problem because my dad makes a lot of money. Are the schools mentioned okay for premed?

University Of Pacific, Chapman and Santa Clara are excellent choices

also look at Loyola Marymount, Occidental, Pepperdine, Pitzer, University of Redlands, Whittier, University of San Diego and University Of San Francisco
