The number is 7000 on the wait list. My daughter got the waitlist letter and called the admissions office and its definitely 7000, not 700.
As for wait list order, my DD tried to ask them what criteria UCSC uses for determining wait list order or even if there is one, but they wouldn’t say, so I can’t help there.
Here’s a general blurb from the UC application website:
"Whether or not a campus will offer admission to students on a waitlist depends on a number of factors, including the number of students initially offered admission who accept a space by May 1 (June 1 for transfers), and campus and department enrollment goals. There is nothing that a student should or can do other than opt-in to the waitlist by the stated deadline. Any additional information submitted that was not requested by the campus will not be considered.
The process for selecting students from the waitlist varies at each campus. A campus might have enrollment goals for a particular major, leading to the admission of students who applied to that program, but not other. Or a campus might admit broadly."
From what it looks like compared to previous years, this year will be really tough.UCSC admitted too many students last year because more students SIR’d last year than they estimated, so this year they’re letting in fewer students to balance out their total student population. If anyone else has an opportunity to SIR somewhere else, I would take it , but you will have to make that decision.
My DD already SIR’d at another UC, and took herself off the wait list at UCSC so thats one more possible open spot for other students on the waitlist. She originally had UCSC as her top choice but she ultimately decided that taking the sure offer was better in the long run.

Just to clarify, UCSC said they OFFERED 7,000 waitlist spots, the number of actual students that opted in to be on the waitlist is unknown and wayy under 7,000
I think the middle UCs and relatively lower-ranked UCs like SC and UCR need to wait for top UCs to release their decisions first. Because they know some of their freshmen are waitlisted by these top UCs and once they get in they will probably go there. So they need to wait till after the top UCs and then make their final decisions
