UCSD Regents vs UCB, Bioengineering

I'm currently trying to decide between UCSD with Regents' Scholarship and UC Berkeley without as a Bioengineering major. I did get into UCLA, but am not heavily considering it.
I'm not sure if I will apply to medical school after college, but if I do not, I still intend to go to graduate school.

With the focus being on getting into a good grad or med school, which do you believe is the better choice?

Cost, distance, and campus are only minor concerns. I'll probably be able to do better GPA-wise at UCSD than at UCB, and because of the research opportunities from Regents, probably research-wise as well. I might also be able to pick up a minor or second major at UCSD because of regents' priority class enrollment and lighter course load, which I doubt I'll be able to do at UCB.

The tradeoff is that UCSD's reputation for engineering and overall does not measure up to that of UCB's. Is this significant enough to make the advantages in grades and research moot?

Thanks in advance.
