Is that your uncapped UC GPA?
What are your UWGPA and WGPA?
Your APs?
(Those are important factors in evaluating your chances)

Just realized I forgot a lot of details
11 APs (Calculus BC (5), Environmental Science (4), US History (3), Chemistry (3), Lang and Comp (5), Physics, Human Geo, Lit and Comp, Govt, Stats, Art History)
That is my capped GPA
UW GPA: 4.0ish WGA: 4.51 (uncapped) (Both 10-12)
Class Rank: 3/411

For UCs the GPA is calculated for 10-11, regardless, your school academic is impeccable and good for all UCs. Your Subject tests could be better for the top UCs, but not a real issue as they are not absolute requirement anyway. The only real problem I see is in your ACT score which is low for the top 3 schools. Raise that up to 32-33, then all UCs should admit you. With your status now, excluding UCB and UCLA all others are match (UCSD may go either way).

Your test scores are a little low, but I don’t think they will hurt you too much.

UCB/UCLA- High Match
UCSD/UCD- Match
UCI- Low Match

Just got my October composite back, got a 32.
