I was accepted Spring 2016 and had the housing/dining link before acceptance.

From what I’ve gathered, the housing link is a 100% guarantee you are accepted into the general school, but there are possible inconveniences. Here are 3 examples of people I know that had the housing link and got in:

Had housing link, accepted to UMD fall semester, not accepted into engineering school
Had housing link, accepted to UMD fall semester based on conditional acceptance and completion of the AAP program
Had housing link, accepted to UMD spring semester

Out of the two people I know that didn’t have the housing link, both of them didn’t get in. So the housing link means you’re accepted.

I applied for fall 2014 and was rejected.
I did not have housing form and was denied for fall 2014.
I applied for Spring 2015 and was admitted. I did have a housing link available on my portal two days before my acceptance letter.
My cousin also applied for fall 2014 and had a housing link and was admitted.
