University of Michigan, University of Illinois at Urbana Champlain, and University of Mass at Amherst are great universities.
Since these universities are out of state public university, they will not provide any merit or need based funding to out of state applicant. They only are good for in state applicant. That is why oos who needs $$$$$, must not apply as they are not affordable. Am I correct in my assumptions.

No. Your assumption is wrong, at least for UMich. They meet the need of OOS students with less than $90k income and $50k asset. For UIUC, they don’t even have enough aid for instate students. Check their NPC with your family financial data. There is hardly a generalized answer for all.
