To add a bit more information, in addition to all the sources of scholarship money already mentioned, UA athletics has a surplus - like $1 million that has gone to academic/merit scholarships per year over the surplus years. The band got a new practice field/tower, and are gaining an indoor practice facility that is under construction now, thanks to athletic surplus.

Another poster mentioned Eng/CS students OOS for Fall 2016 are still eligible for the supplement so ACT 30 plus GPA 3.5 or better as incoming freshman studying Eng/CS (have to complete ACT score by Dec testing and meet the Dec application deadline) - will have full tuition plus $2500/year for 4 years/8 semesters. In-state students with ACT 30 and 3.5 continue to have full tuition for 8 semesters, plus the $2500/year for Eng/CS. So in order to gain Presidential Scholarship as OOS student (fall 2017) would need ACT 32 and GPA 3.5 - can study any major. Will see what engineering will do with their scholarships.

UA has built up undergrad student body. Moving forward, more attention will be made by administration to strengthen graduate programs/student body.

Savvy parents and students understand that incoming freshman scholarships are key. Very few schools have much for transfer students.

OP may also not be aware (since posting in UAB and UA) that there are three campuses each with own President but all under UA System - UA (Tuscaloosa, the largest and state flagship), UAB (Birmingham), and UAH (Huntsville). All well run IMHO.

If you think 32 is a mediocre score on the ACT, you’ve been spending WAY too much time on CC. Average nationally is around 20.

A 32 puts one in the 99th percentile. That is one percent of all test takers in the country. In 2013, 1.8M students took the ACT, so that is roughly 18,000 students NATIONALLY that did that well.
